关于印发《上海市全面深化工程建设项目审批制度改革 持续优化营商环境工作方案》的通知 (沪建审改〔2021〕2号)


持续打造工程建设领域市场化、法治化、国际化的营商环境,根据市委、市政府的总体要求,按照《上海市优化营商环境条例》、国务院办公厅《关于全面开展工程建设项目审批制度改革的实施意见》(国办发〔201911号)和中共上海市委办公厅、上海市人民政府办公厅印发《上海市加强改革系统集成持续深化国际一流营商环境建设行动方案》(沪委办〔20216号)等文件精神,以企业和群众“高效办成一件事”为目标,着力于行政审批资源的整合和优化,特制订本工作方案:

一、总体要求

(一)指导思想

深刻领会习近平总书记关于“上海要瞄准最高标准、最高水平,打造国际一流营商环境”和“要把全生命周期管理理念贯穿城市规划、建设、管理全过程各环节”等重要讲话精神深入践行“人民城市人民建、人民城市为人民”重要理念,坚持以市场为中心、以企业和群众需求为导向,统筹谋划,精准发力,全面深化改革

(二)基本原则

一是坚持改革范围全流程、全覆盖不动摇,提升社会感受度。根据市政府印发的《上海市工程建设项目审批制度改革试点实施方案》(沪府规〔201814号)、《关于进一步深化行政审批制度改革加快推进重大项目建设的若干措施》(沪府规〔202016号)等文件精神,坚持改革流程覆盖从工程建设项目立项到综合竣工验收、取得不动产权属证明的全过程;项目类型覆盖社会投资、国有企业投资和政府投资等各类项目;事项覆盖行政审批、中介服务、市政公用服务以及备案等各类事项。

二是坚持整体政府理念,强力推进“五个一”改革。着眼于业务流程革命性再造,以“线上牵引线下、线下监督线上,线上线下相互补充、充分融合”为目标,以工程建设项目审批管理系统和工程建设项目审批审查中心为抓手,持续破除体制机制壁垒,实现企业办事“五个一”:“只登一扇门”(即企业只需跑审批审查中心一个机构),“只对一扇窗”(即企业只需在一个综合受理窗口就能办理所有相关事项),“只递一套表”(即企业只需一次性在一个窗口递交所需表单),“只录一系统”(即企业只需一次登录一个统一的审批管理系统),“只见一部门”(即企业全流程只与审批审查中心一个部门打交道)。

(三)工作目标

一是拓展工程建设项目审批管理系统和工程建设项目审批审查中心覆盖范围。逐步将政府投资、国有企业投资和社会投资项目等各类投资性质项目的各类行政审批、中介服务(政府委托)和市政公用服务事项整合纳入。

二是进一步压减工程建设项目全流程办理环节、时限和成本。一般项目全流程审批时间压缩至100个工作日以内。针对社会投资低风险产业类项目(具体定义见《上海办理建筑许可对标世界银行营商环境新一轮改革总体工作方案》(沪府办〔20205号)),办理环节压缩至4个(一站式办理施工许可、一次联合监督检查、一站式综合竣工验收及不动产登记、获得供排水接入),办理时间23个自然日,办理费用550元,建筑质量控制指数保持满分15分。

三是提升改革的认同感和感受度。力争在世界银行营商环境评价中进入全球前沿经济体行列,并在中国营商环境评价和国家工程建设项目审批制度改革评估中保持国内领先,持续提升市场主体的感受度,持续贡献上海经验和做法。

二、重点任务

(一)复制推广一批改革举措,持续扩大政策覆盖面

1.实体化运作“一个中心”。将市、区(管委会)两级审批审查中心覆盖范围拓展至各类工程建设项目,实行差异化建设。市级中心重点做好全市各级审批审查中心的建设和运行管理、改革成效的督查督办、审批管理系统的运行维护等,并适时研究实体化建设;区级(管委会)中心充分依托各区(管委会)行政服务中心,实现各类工程建设项目审批涉及的行政审批事项、行政审批中介服务(政府委托)事项、市政公用服务事项纳入审批审查中心统一申报、统一受理、统一出证、统一验收,真正实现企业办事“只进一扇门”。(责任部门:市住房城乡建设管理委、市工程建设项目审批制度改革工作领导小组成员单位、各区人民政府、特定地区管委会、各相关公用事业单位)

2.扩大一站式办理改革受益面。持续推进工程建设项目涉及审批事项的一站式办理改革。竣工验收阶段,巩固完善房屋建筑和市政基础设施项目一站式办理综合竣工验收做法;施工许可阶段,持续扩大一站式办理受益面,将一站式办理做法(含建设工程规划许可证、施工许可证、市政公用接入申请事项)由低风险产业类项目先行拓展到全部产业类项目(即《上海市企业投资工程建设项目审批制度改革试点实施细则》(沪建审改20182号)定义的工业项目)。(责任部门:市住房城乡建设管理委、市规划自然资源局、市经济信息化委、市水务局、市通信管理局、各市政公用服务单位、各区人民政府、特定地区管委会)

3.基于风险等级分类实施施工图设计文件审查。按照“突出重点、分类管理,强化责任、严格监管”的原则,探索建立健全基于不同风险等级的施工图审查差别化管理模式。针对新建、改建、扩建项目,建立免于施工图审查的正面清单,由社会投资低风险产业类项目拓展到全部产业类项目、规模以下的公共建筑项目、低等级市政道路、小型泵站工程、绿化工程管理用房等项目。清单以内的项目,取消建设单位委托施工图设计文件审查,调整为事中事后监管,清单以外的项目,严格执行施工图“多图联审”制度;针对建筑装饰装修项目,属于一般类装修的,免于施工图审查,属于特殊类装修的,全面实行施工图审查制度。同时,进一步整合和精简施工图审查要点,探索推进智能化审图,试点基于BIM技术的施工图审查。(责任部门:市住房城乡建设管理委、市卫生健康委、市民防办、市水务局、市绿化市容局、市交通委、各区人民政府、特定地区管委会)

4.基于风险等级分类实施综合竣工验收。根据项目周边情况、技术难度等项目客观因素,科学合理划分风险等级,编制风险矩阵,完善各类工程分类验收标准,细化工程质量、消防、规划自然资源、交警、交通、绿化、民防、卫生等各专业管理内容的工作要求。在综合竣工验收阶段,基于风险矩阵分类实施综合竣工验收,明确不同风险等级项目综合竣工验收的参与部门及参与方式,精简规范提前查看服务,优化完善验收工作流程。(责任部门:市住房城乡建设管理委、市规划自然资源局、市交通委、市民防办、市绿化市容局、市卫生健康委、市气象局、市交警总队、各区人民政府、特定地区管委会)

5.拓展建筑师负责制的试点范围。在浦东新区试点基础上,进一步扩大到全市试点,制定出台本市深化建筑师负责制试点实施意见。完善适应建筑师负责制发展的行政审批程序、政府监督管理和项目管理体系,在工程建设领域研究建立以执业人员为主体的执业责任险制度。实施建筑师负责制的项目,可免于施工图设计文件审查,由执行建筑师承诺落实项目勘察、设计相关法律、法规以及工程建设强制性标准。试行建筑师管理团队委托或承接监理职责,充分发挥建筑师的主导作用,鼓励提供全过程工程咨询服务。(责任部门:市住房城乡建设管理委、市规划自然资源局、市银保监局、各区人民政府、特定地区管委会)

(二)补齐短板一批改革举措,进一步加大政策创新力度

6.优化完善地质勘察服务。对于新出让的产业项目类工业用地,建设管理部门收到土地储备部门在土地出让征询时提供的地块基本情况和规划条件后,委托勘察单位提前开展建设工程勘察。同时,进一步规范地质勘察单位服务流程和时限。除极端气候、复杂场地及特殊项目(具体范围另文规定)外,本市低风险产业类项目勘察服务时限(含外业、土试和报告编制)累计不得超过10个自然日,逾期的项目不纳入费用减免范围;对于其他项目,勘察服务时限不得超过15个自然日。(责任部门:市住房城乡建设管理委、市规划自然资源局、各区人民政府、特定地区管委会、市勘察设计行业协会)

7.完善“验登合一”流程。进一步优化完善低风险产业类项目“验登合一”办理流程,加强工程建设项目审批管理系统与不动产登记系统的数据对接共享。依托审批管理系统,此类项目的综合竣工验收、首次不动产登记(以及涉及的门牌号登记等)实现线上一口申请,线下零材料申报。强化不动产登记办理与门牌号登记办理的内部协作。综合竣工验收验收通过后,审批意见通过审批管理系统自动推送至不动产登记系统,并凭此完成不动产首次登记。建设单位可在审批管理系统一次性获取相应的电子证照。(责任部门:市规划自然资源局、市住房城乡建设管理委、市公安局、各区人民政府、特定地区管委会)

8.整合消防验收和质量验收环节。深化消防验收体制机制改革,推动新建、改建、扩建的工程建设项目消防验收和质量验收深度融合,整合形成一个事项、一个部门、一次办理,一并纳入综合竣工验收,消防验收意见纳入质量监督报告,不得单独出具消防验收、备案意见。(责任部门:市住房城乡建设管理委、市应急管理局、各区人民政府、特定地区管委会)

9.深化消防部门执法改革。贯彻落实《关于深化我市消防执法改革的实施意见》要求,简化公众聚集场所投入使用、营业前消防安全检查手续。在设有自贸试验区的浦东新区、奉贤区内探索全面实施公众聚集场所投入使用、营业前消防安全检查告知承诺制度,并逐步在本市其他区域推广。公众聚集场所在取得营业执照或依法具备投入使用条件后,向消防救援机构做出符合消防安全标准的承诺,即可获得投入使用、营业前消防安全检查合格证书。(责任部门:市消防救援总队、各区人民政府、特定地区管委会)

10.实施市政公用接入服务改革。按照“高效办成一件事”的要求,依托工程建设项目审批管理系统实施“掘占路审批一件事”,对水、电、气和通信等市政公用接入涉及的工程规划许可、绿化许可、路政许可、占掘路许可等推行在线并联办理,实施接入工程告知承诺制。市政公用接入推行全过程一门式集成服务和帮办服务,实现报装、查询等业务全程网上办理。推进供排水接入全流程主动服务,接入通水环节办理时限不超过6个自然日(责任部门:市发展改革委、市经济信息化委、市交通委、市公安局、市绿化市容局、市规划资源局、市住房城乡建设管理委、市水务局、市通信管理局、各区人民政府、特定地区管委会、各相关公用事业单位)

11.持续推进涉审中介服务事项改革措施落地。加强涉审中介服务事项改革执行效果后评估,推行涉审中介服务事项清单制、动态化管理,确保清单之外无其他中介服务事项;清单之内事项,制定形成一事项、一措施、一指南,政府委托的中介服务事项2021年底前全部纳入审批管理系统。(责任部门:市审改办、市住房城乡建设管理委、市发展改革委、市规划自然资源局、市大数据中心、各特定地区管委会、各中介服务事项管理部门)

12.全面推进“多测合一”。全面推进测绘服务领域“多测合一”改革,深度整合“地籍测绘”、“规划测量”、“民防工程面积测绘”、“房产测绘”等各类测量测绘规范,建立协调统一的建筑工程综合测量测绘技术标准。稳步推进房产测绘“测算分离”模式,确保各项测绘工作按“多测合一”要求,只进行一次外业测量,分项出具成果;调整“多测合一”项目准入范围,明确所有实施竣工验收的项目统一执行“多测合一”制度;对于本市社会投资低风险产业类项目的房产测绘,率先实行“测算统一”,相关测绘内容和要求一并纳入规划竣工测绘工作流程。加强“多测合一”成果数据在竣工验收阶段的应用,通过数据共享的方式向交通、交警、市容绿化、卫生健康等部门推送“多测合一”成果数据,实现“一次委托、统一测绘、成果共享”。(责任部门:市规划自然资源局、市房管局、市住房城乡建设管理委、市交通委、市绿化市容局、市民防办、市公安局交警总队、各区人民政府、特定地区管委会)

13.稳步推行区域评估。制定区域评估实施意见,在全市各级工业园区或产业园区内落实各园区开发主体全面开展区域评估。“环境影响评价”、“雷击风险评估”、“地震安全性评价”、“水资源论证”、“水土保持方案审查”、“地质灾害危险性评估”等事项纳入区域评估,区域内共享评估结果。除特殊项目外,一般项目不再单独进行评估评审。免除产业类项目“交通影响评价”报告编制和评审。区域内的单体项目在报批时,可以区域评估文件或告知承诺书等作为该项目的申请材料,直接进入相关行政审批流程。(责任部门:市规划自然资源局、市交通委、市生态环境局、市气象局、市水务局、市地震局、各特定地区管委会)

14.健全招投标领域优化营商环境长效机制。推进公路养护工程招投标改革,以“减环节、压时限、降费用、促公平”为目标,实施公路养护工程招标计划提前公布、资格后审、远程开标、合同公开、异议投诉公开、开工许可取消、“三价”(最高投标限价、中标价、竣工结算价)公开等举措,并将改革范围适时拓展到市政道路养护工程。进一步健全涵盖房屋建筑、市政基础设施、公路、水运、水利、电力、绿化等各类建设工程统一的公共资源交易平台,推进“一网交易”。全面推行“全程网办”,提升建设工程招投标交易电子化水平,实现招投标交易全程零跑动和可追溯。开展招标投标制度规则公平竞争审查、合法性审核,清理地方保护、所有制歧视等不合理条件,破除市场隐性壁垒。按照应减尽减、能统则统的原则,加大对现有招投标制度规则清理整合力度。(责任部门:市住房城乡建设管理委、市交通委、市发展改革委、市财政局、市绿化市容局、市水务局)

(三)巩固延续一批改革举措,不断积累改革案例和样本数

针对低风险产业类项目,巩固延续相关改革举措,持续加大改革力度。继续实施一站式审批,大幅精简审批环节和时间依托上海市工程建设项目审批管理系统和工程建设项目审批审查中心,实施一站式办理施工许可一站式综合竣工验收及不动产登记。继续实施基于项目风险等级的差异化监管。针对低风险项目,取消质量安全首次监督会议,对于低风险产业类项目,取消供排水现场踏勘审核环节,由审批审查中心牵头纳入一次定期的监督检查实施。继续实施减费降负政策。减免低风险产业类项目地质勘察、委托聘请监理和审图费用,对供排水接入小型工程推行免费实施外线接入减负政策,进一步压减企业全流程办理成本。(责任部门:市住房城乡建设管理委、市规划自然资源局、市水务局、城投水务集团、各区人民政府、特定地区管委会)

三、保障措施

1.强化组织领导。充分发挥市工程建设项目审批制度改革工作领导小组作用,强化对全市改革工作的顶层设计和统筹协调,完善定期通报、工作例会、监督考核等工作推进机制;各领导小组成员单位要高度重视,强化责任落实,加强对区级审批部门的业务指导。各区工程建设项目审批制度改革工作领导小组要加强所辖区域改革工作的协调推进,建立健全部门协同机制和重点工作报告制度,严格按照本市工程建设项目审批改革要求推进落实各项工作。(责任部门:市住房城乡建设管理委、市工程建设项目审批制度改革工作领导小组成员单位、各区人民政府、特定地区管委会)

2.严格督查考评。建立健全奖惩机制,修订完善本市工程建设领域营商环境改革成效测评办法和测评标准,加强对各项改革政策落地的督导检查,将一站式施工许可、综合竣工验收、费用减免等各项改革举措落地情况及审批审查中心和审批管理系统运行情况纳入重点考核内容,将社会满意度、企业获得感作为改革成效考核评价的重要依据。对于未严格执行改革政策的部门和单位,予以批评通报;对于好的经验做法,及时总结固化并在全市复制推广。(责任部门:市住房城乡建设管理委、市发展改革委、市政府督查室、市工程建设项目审批制度改革工作领导小组成员单位、各区人民政府、特定地区管委会)

3.深化“一个系统”(V2.0版)建设。以“项目全覆盖、业务全流程、数据全归集”为建设目标,在上海市工程建设项目审批管理系统(V2.0版)的基础上,持续推进系统优化整合,分步骤、分阶段将工程建设项目涉及各部门的行政许可、中介服务和其他事项整合纳入,形成“统一入口、一口受理、并联审批、实时流转、各环节全过程跟踪督办及效能节点控制”的线上“单一窗口”,真正实现企业办事“只录一系统”。依托上海“一网通办”,进一步完善各部门系统数据归集共享和各类电子证照调用,全面实现本市政府核发材料免于提交,推动工程建设领域政务服务事项从“能办”向“好办”转变。(责任部门:市住房城乡建设管理委、市发展改革委、市大数据中心、市规划自然资源局、市交通委等)

4.推进政务服务标准化建设。多措并举开展政务服务标准化建设,提高政务服务管理水平。针对审批审查中心,加强事项办事指南、材料清单和业务操作手册标准化梳理,制定标准化材料清单和咨询解答知识库,统一服务标准,严格落实前台人员按照清单办事。针对审批管理系统,已纳入“一个系统”的事项全面落实在线办理,定期通报各单位办件情况,建立内部通报与信息公开相结合的“好差评”监督机制,促进政务服务质量持续提升。(责任部门:市政府办公厅、市住房城乡建设管理委、市工程建设项目审批制度改革工作领导小组成员单位、各区人民政府、特定地区管委会)

5.着力强化事中事后监管。积极更新管理理念,调整管理方式,进一步落实企业主体责任,加强各审批部门信用信息的互联共享,建立以全覆盖信用体系为基础的事中事后监管模式。制定出台勘察设计企业信用评价办法和标准,进一步健全覆盖建设单位、勘察、设计、施工、监理、检测等各类企业和从业人员的信用档案,完善信用信息的记录、公开、评价和应用制度。重点加强审批阶段企业承诺事项的事中事后监管,建立“黑名单”管理制度,强化守信激励和失信惩戒措施,加大跨部门的失信联合惩戒,增加违规和失信成本。(责任部门:市工程建设项目审批制度改革工作领导小组成员单位、各区人民政府、特定地区管委会)

6.加大宣贯培训力度。坚持把企业感受作为改革工作的落脚点,充分调动市、区两级的培训宣传资源,以通俗易懂的形式进一步突出集中解读和精准推送。同步建立表扬激励机制,加快形成各部门主动参与、主动服务、各主体主动配合、积极支持的良好氛围和机制。(责任部门:市工程建设项目审批制度改革工作领导小组成员单位、各区人民政府、特定地区管委会)

The Work Plan of theShanghai Municipality for Comprehensively Deepening the Reform of Review andApproval System for Construction Projects and Continuously Optimizing theBusiness Environment


In order to continuously build amarket-oriented, law-based, and internationalized business environment in thefield of engineering and construction, in accordance with the overallrequirements of the municipal committee and the municipal government, inaccordance with the spirits of the Regulations of Shanghai Municipality onOptimizing the Business Environment, the Implementation Opinions of the GeneralOffice of the State Council on Full-Scale Launch of Reform of the System ofReview and Approval of Construction Projects (G.B.F. [2019] No.11) , and theAction Plan of the Shanghai Municipality to Strengthen the Systematic Integrationand Continue to Develop an International and World-Class Business Environmentissued by the General Office of the Shanghai Municipal Committee of the CPC andthe General Office of the Shanghai Municipal People’s Government (H.W.B. [2021]No.6), with the goal of serving the enterprises and the people to" efficiently do their businesses", we’ve been striving to integrateand optimize the resources of administrative review and approval, so as to formulatethis plan:

 

I. Overall requirements

(I) Guiding thoughts

We shall deeply understand thespirits of the important speeches of the General Secretary Xi Jinping on "Shanghai should aim at the highest standards and top levels, build an international first-class businessenvironment" and "Adopt the conceptof lifecycle management in every procedure of the whole process of urban planning,construction, and management”, be firmly committed to the critical concept of “Thepeople’s city is built by the people, the peoples city is for the people”, continueto be market-oriented and directed by the needs of the enterprises and the people,work out a unified plan, adopt precise measures, and deepen the reform comprehensively.

 

(II) Basic principles

First, adhere to a scope of reform whichshould be full-coverage and throughout the whole process, enhance what thesociety feels about the reform. According to the spirits of " ImplementationPlan of the Pilot Reform of the Review and Approval System of EngineeringConstruction Projects in the Shanghai Municipality (H.F.G. [2018] No.14), the SeveralMeasures for Further Deepening the Reform of the Administrative Review and ApprovalSystem and Accelerating the Construction of Major Projects (H.F.G. [2020] No.16),and other policies, the coverage of reform shall be throughout the wholeprocess, from the approval of a project proposal to the integrated final inspectionand obtaining the ownership certificate of real estate; The types of projects shallinclude projects with private investments, projects with investments from thestate-owned enterprises, and projects with government investments; The administrativeitems shall include administrative review and approvals, intermediary services,municipal utility services, recordation, and other types of items.

Second, adhere to the concept of holistic government,and vigorously promote the reform of "Five Ones". We shall focus on the revolutionary redesign of businessprocesses, with the goal of "online system guides offline procedures, peopleoffline supervise the online process, the online and offline processes complement each other and are fully integrated”, focus on the Review and Approval Management Systemfor Construction Projects and the Review and Approval Center for Construction Projects,continue to break down institutional barriers, to achieve the “Five Ones”when the enterprises are dealt with the administrative items: “Go to one gate”(i.e., enterprises only need go to one agency which is the Review and Approval Center),“Go to one window” (i.e., enterprises only need go to the comprehensive processingwindow and get all the administrative items done), “Submit one set of forms”(i.e., enterprises can submit all the required forms at one window for one timeif possible), “Log in only one system” (i.e., enterprises need operate onone online system which is the unified Review and Approval Management System), “Interactwith one agency” (i.e., enterprises only need interact with the Review andApproval Center throughout the process)

 

(III) Work objectives

The first is toexpand the coverage of Review and Approval Management System for Construction Projectsand Review and Approval Center for Construction Projects. We will gradually include all types of administrative review and approvals,intermediatory services (government entrustment), and municipal utility serviceitems of all types of investment projects, from government investments, state-ownedenterprises’ investments, to private investments.

The second is to further reduce the procedures,time limits, and costs throughout the process of the review and approval of constructionprojects. The time to complete all the permitting procedures fora general project shall be reduced within 100 working days. For the low-riskindustrial projects with private investments (please check out the New Round ofWork Plan for Improving the Performance of the Shanghai Municipality by Benchmarkingagainst the Indicator of Dealing with the Construction Permits of the World BankDoing Business <H.F.B. [2020] No.5> for the specific definition), the procedureshave been reduced to 4 (one-stop construction permitting, one-stop joint supervisionand inspection, one-stop integrated final inspection and real estate registration,and obtaining the connection to water supply and drainage), the time tocomplete shall be 23 calendar days, the cost for all the procedures is CNY 550,and the score of Building Quality Control Index shall be maintained at 15 out of15. 

The third is to enhance the level ofwhat the society thinks and feels about the reform. We’ve been striving tobe among the top economies in the Doing Business Evaluation by the World Bank,and to keep the leading position in the China’s business environment assessment andnational evaluation of the reform of review and approval system of engineeringconstruction projects. We shall continue to uplift what the market entities feelabout the reform and contribute with the experience and measures of Shanghai

 

II. Key tasks

(I)     Copy and promote a number of reform measuresand continuously expand the coverage of the policies

1. “The Center” shall be operated as an entity. The service coverageof the Review and Approval centers at the municipal and district (administrativecommittee) levels will be extended to all kinds of construction projects, and willhave differentiated development. The Municipal Center shall focus on the developmentand operation management of the Review and Approval Centers at all levels inthe city, the supervision of the reform implementation and the results, theoperation and maintenance of theReview and Approval Management System, etc., and research the physicalconstruction when appropriate. Relying on the Administrative Service Centers inthe districts (administrative committees), the District (Administrative Committee)Centers shall include the all the review and approval items, relevant intermediatoryservice items (government entrustment), municipal utility service items in the servicescope. The District (Administrative Committee) Centers shall be responsible forthe unified processing of applications, submissions, issuance of approvals and permits,and inspections, to achieve that the enterprises can get the administrative affairsdone by “going to only one place”. At the stage of final inspection, we shall consolidate themeasures which have been adopted for the one-stop integrated final inspection ofbuilding construction projects and municipal infrastructure projects; At thestage of construction permitting, we shall enlarge the scope of benefits, themeasure of one-stop processing of construction permitting (includingconstruction project planning permit, construction permit, applications for connectionsto public utilities) shall be expanded from the low-risk industrial projects toall categories of industrial projects (for the definition of industrial projects,please refer to the Detailed Implementation Rules of the Pilot Reform of the Reviewand Approval System of Enterprise-invested Engineering Construction Projects inthe Shanghai Municipality <H.J.S.G. 3. Implement the review ofconstruction drawings design documents based on the risk level classification. In accordancewith the principle of"highlighting the key points, adopting the classifiedmanagement, strengthening the responsibilities, carrying out strict supervision", we shall exploreand establish a differentiated management model for the risk-based review ofconstruction drawings. For new, alteration, and expansion projects, we willwork out a positive list, the projects on the list shall be exempt from the reviewof construction drawings, the scope of projects shall be extended from the privatelow-risk industrial projects to all industrial projects, public buildings undercertain scale, low-grade municipal roads, small pumping stations, the managementrooms of landscaping works, etc. For the projects on the list, we shall eliminatethe owner-commissioned review of construction drawings and design documents, andadjust to interim-and-ex post supervision, but for the projects off the list, weshall conduct joint review of construction drawings of multiple specialties strictly;for decoration works of building construction projects, if it’s a general decorationwork, it shall be exempt from construction drawing review, if it’s a special decorationwork, the mechanism of construction drawing review must be implemented. In addition,we will further integrate and simplify the key items of construction drawing review,explore the possibility of intelligent construction drawing review, promotetrail experiment of BIM-based technology in the construction drawing review. 4. Conduct risk-based integrated final inspection.Based on the objective factors of aproject, such as the surroundings, technical difficulties, and others, we shallclassify the risk levels scientifically and reasonably, improve the risk matrix,optimize the classified standards of final inspections of all types of constructions,work out detailed management requirements of the specialties of construction quality,fire prevention, planning and natural resources, traffic police, transportation,landscaping, civil defense, sanitation, etc. During the stage of integrated finalinspection, we shall implement the classified integrated final inspection basedon the risk matrix, clarify what departments and what participation way shall beadopted for the integrated final inspections of projects at different risk levels,simplify and standardize the advanced check service, and optimize the procedureof final inspection. 5. Expand the pilot scopeof the system of project management led by the architect. Based on the pilot inthe Pudong New Area, we will further expand to the pilot citywide,formulate the implementation opinions of deepening the pilot of the system of projectmanagement led by the architect. It includes the optimization of administrativereview and approval procedures to match the development of the system ofproject management led by the architect, the supervision management by the government,and project management system. And we will research the system of professional liabilityinsurance for the professionals in the engineering construction field. If the projectmanagement of a construction project is conducted by architect, the project shallbe exempt from the review of construction drawings and design documents, the architectshall make the commitment to obey the relevant laws, regulations and mandatory standardsof geotechnical survey and engineering. The architect management team is allowedto commission or undertake the supervision responsibility as pilot measure, to encouragethe architects to fully play the leading roles and provide the engineering consultingservices throughout the project. (II) Make up a number of reform measures to further increase the policyinnovation

6. Optimize and improve geotechnicalsurvey services. For the newly transferred industriallands for the industrial projects, after receiving the basic conditions andplanning conditions of the land parcels provided by the land reserve departmentat the time of the land transfer consultation, the construction administration departmentcommissions a geotechnical survey agency to conduct the geotechnical survey in advance.Meanwhile, we further standardize the service process and time limits of geotechnicalsurvey agencies. Except extreme weather, complex sites, and special projects (thespecific scope will be stipulated in another document), the time limit of geotechnicalsurvey services (including outdoor work, soil testing and compilation of a report)for the low-risk industrial projects should not exceed 10 calendar days cumulatively,if a project exceeds the time limit, it will be excluded from the scope of fee exemption;For other projects, the time limit of geotechnical survey service should not exceed15 calendar days. 7. Improve the process of final inspectionand registration of real estate ownership combined. We will further optimize the procedure of finalinspection and registration of real estate ownership combined for the low-risk industrialprojects, strengthen the data connecting and sharing between the Review and ApprovalManagement System for Construction Projects and the Real Estate Registration System.Relying on the Review and Approval Management System, this type of projects canmake online applications with zero hard copies of documents offline for the integratedfinal inspection and first-time real estate registration (involving the registrationof the door number, etc.). We will also intensifythe internal cooperation between real estate registration and door number registration. Ifa project passes the integrated final inspection, the approval opinion will be automaticallytransmitted from the Review and Approval Management System to the Real Estate RegistrationSystem, according to which the first-time registration shall be completed. The ownerscan download the corresponding electronic certificates on the Review and ApprovalManagement System altogether. 8. Integrate the procedures of final fire inspectionand quality inspection. We will intensify the institutional Reform of final fire inspection, promotethe deep integration of the final fire inspection and quality inspection of new,alternation, expansion construction projects, to form one item, one department,one time of inspection, and to be included in the integrated final inspection. Theopinion of final fire inspection shall be included in the Quality Supervision Report,and the separate opinion of final fire inspection and the filing of the opinionshall not be allowed to be issued. 9. Deepen the law enforcement reform of firedepartment. We shall implementthe requirements of the Implementation Opinions of Deepening the Reform of Law Enforcementof Fire Prevention in the Shanghai Municipality, simplify the fire safetyinspection procedures before occupancy and running the business of public gatheringplaces. In the Free-trade Zones in the Pudong New Area and Fengxian District, weexplore to fully implement the system of notification and commitment for the firesafety inspections before occupancy and running the business of public gatheringplaces, and will gradually promote the reform to other areas of the city. Aftera public gathering place obtains the business license or conditions for legal occupancy,the owner can make the commitment that the place satisfies the fire safety standardsto the fire and rescue agency, and will obtain the fire safety certificate for occupancyand starting the business. 10. Implement the servicereform of connection to the public utilities. Following the requirementof serving the enterprises and the people to " efficiently do theirbusinesses", relying on the Review and Approval Management System of ConstructionProjects, we will implement “one procedure for the review and approval of road excavationand occupancy”, promote the simultaneous processing of construction project planningpermission, landscaping permission, road administration permission, road excavationand occupancy permission, etc. involved in the connections to the public utilitiessuch as water, electricity, gas, telecommunications, etc., and implement the systemof notification and commitment for the connection works. We will promote the integratedservices at one office place for the whole process before getting the connectionsto the public utilities, offer service to handle the procedure on behalf of theapplicants, to achieve online processing for the entire process including applicationfor connection work to online inquiry and so on. We will enhance the proactive servicefor the connection to the water supply and sewage, the time to complete the procedureand get the water supply shall not exceed 6 calendar days. 11. Continue to promote theimplementation of reform measures for the intermediary services related toapproval items.  We shall strengthen the evaluationof the implementation effects of the reform of approval-related-intermediaryservices, implement the list-based management of approval-related-intermediaryservices dynamically, to ensure that thereare no other intermediary service items beyond the list; For theitems on the list, we will formulate one item, one measure, one guidance, thosethe intermediary service items which are commissionedby the government shall be put on the Review and Approval Management System by theend of 2021. 12. Fully promote theintegration of multiple types of surveyingand mapping into one. We will carry out the reform in thefield of surveying and mapping services by deeply integrating the surveying andmapping codes of “cadastral surveying andmapping, " surveying for the planning stage", " mapping of the areaof a civil defense project", "real estatesurveying and mapping", etc., and establishthe coordinated and unified surveying and mapping technological standards of constructionprojects. We will steadily promote to separate the surveying and calculation ofreal estate surveying and mapping, to ensure that all surveying and mapping worksis according to the requirements of “multiple types of surveying into one”, thesurveying results are issued by type based on a one-time outdoor surveying; We willadjust the list of “multiple types of surveying into one”, clarifying that thesystem of integration of multiple types of surveyingand mapping into one shall apply to all the projects which should do final inspection;We adopt the “integration of surveying and calculation” first for the realestate surveying and mapping of private low-risk industrial projects in the city,require that relevant surveying, mapping and requirements shall be included in theprocedure of final surveying and mapping which is administrated by the planningdepartment. We will also strengthen the application of result data of “multipletypes of surveying into one” at the stage of final inspection, forward the datato departments of transportation, traffic police, landscaping and city appearance,health, etc. by data sharing, to achieve “one-time commissioning, unified surveyingand mapping, sharing of results”. 13. Steadily promote the regional assessments. We will create implementationopinions on regional assessment, and require the development entities in the industrialparks at all levels in the city to implement all-round regional assessments. Weshall include “Environmental Impact Assessment”, “Lightning Risk Assessment”, “SeismicSafety Assessment”, “Water Resources Demonstration”, “Review of Soiland Water Conservation Plan”, and “Ggeological Hazard Risk Assessment” and other assessmentsinto the regional assessment, the results of assessments shall be shared in theregion respectively. Except special projects, there is no separate evaluation orreview of general projects. The industrial projects are exempted from compilationand review of “Traffic Impact Assessment”. When an owner requests the permissionfor a single building of a project, the regional assessment document or notificationand commitment letter can be used as part of the application submittals to directlyinitiate the process of relevant permission. 14. Improve the long-term mechanism inthe field of tender and bidding for the optimization of the business environment.We will promote the reform of tender and bidding mechanism for the highwaymaintenance works, with the goals of “fewer procedures, less time, reduced costs,more fairness”, implement the measures such as announcement of tender plan of highwaymaintenance works in advance, post qualification review, remote evaluation of biddings,public access to the contracts, public access to the complains of disputes,elimination of work commencement license, public access to the “three prices” (thehighest price for bidding, the bid price, the final account of a completed project),and  will expand the scope of reform to themaintenance works of municipal roads when appropriated. We will further improvethe Public Resources Trading Center that covers all categories of construction projectsincluding building constructions, infrastructures, highways, waterways, water conservatoryworks, electricity, landscaping, etc., and to promote “one government portalfor trading”. We will fully promote the entire online processing, to elevate thelevel of digitalization of tender and bidding process for construction projects,and to achieve a process which is traceable and requires no face-to-face interaction.In addition, we will carry out the fair competition review and compliance verificationof tender and bidding system to break the hidden market barrier. Under the principleof reducing the requirements as much as possible and unifying the requirements asmuch as possible, we will continue to reduce and integrate the rules of the existingtender and bidding system. (III) Continue to consolidateand implement a number of reform measures, accumulate the number of reformcases and samples. For the low-risk industrial projects, we will continueto consolidate and implement relevant reform measures, keep the reform momentum.We will continue to implement the one-stop permission to further streamline thepermitting procedures and reduce the time. Relying on the Shanghai Engineeringand Construction Projects Review and Approval Management System and the Review andApproval Center for Construction Projects, we continue to implement the one-stopconstruction permission and one-stop integrated final inspection and real estateregistration. We will continue to carry out the risk-based and differentiatedsupervision of construction projects. For the low-risk projects, we continueto eliminate the first supervision meeting on quality and safety, for the low-riskindustrial projects, we continue to eliminate the procedure of site verificationfor the water supply and drainage as it’s been included in the supervisionwhich has been organized by the Review and Approval Center. We will continueto implement the cost reduction policy. For the low-risk industrial projects,we will continue to reduce the fees of geotechnical survey, hiring a supervisioncompany and construction drawing review, and for the small projects requiring connectionto water supply and drainage, the connection fees of outdoor pipes shall continueto be free of charge. The processing costs will be further reduced for the entirethe process. III. Safeguarding measures

1.      Strengthen the organizationalleadership. The Municipal Reform Work Leading Group of the Reviewand Approval System of Engineering and Construction Projects shall paly theleading role in strengthening the top design and unified coordination of the municipalreform work, optimizing the mechanism of regular reporting, routine meetings, andsupervision and evaluation; all member agencies of the Leading Group shall pay highattention, strengthen the accountability, and provide the work guidance for theapproval departments of District Review and Approval Centers.The District Reform Work Leading Groups of the Review andApproval System of Engineering and Construction Projects shall strengthen the coordination and promotionof the reform work within the jurisdictional area, establish the departmental coordinationmechanism and reporting system of key work, and strictly implement the tasks accordingto the municipal reform requirements of review and approval for engineering andconstruction projects. 2.      Implement strict supervision and evaluation.We will establish the incentive and penalty mechanism, revise and optimize themeasures and standards for assessing the effects of the business environment reform of thefield of engineering and construction, strengthen the supervision of the implementationof all reform policies, focus on key items including one-stop construction permission,one-stop integrated final inspection, fee exemption, the operation of the reviewand approval centers, and the operation of the Review and Approval ManagementSystem, and take the social satisfaction and sense of fulfillment of the enterprisesas critical basis for the assessment of reform effects. If there is agency and departmentwho does not strictly implement the reform policies, it will be openlycriticized and reported. For all good experience and measures, we will summarize,consolidate, and promote citywide in a timely manner. With the goals of“covering all the projects, supporting the entire permission process,collecting all the data”, based on the Shanghai Engineering and Construction ProjectsReview and Approval Management System (Version 2.0), we will continue to promotethe optimization and integration of the system, include the administrativelicensing, intermediatory services and other items related to the approval departmentsstep by step, stage by stage, to achieve a “single online window” with the followingfunctions: “only one log-in page, one place for documents acceptance, simultaneouspermitting, real-time data transmission, monitoring the entire process, and controlof key impacting procedures”, thereafter, it will be possible for the enterprisesto get their administrative items done by “logging in only one system”. The Reviewand Approval Centers shall sort out the work guidance, lists of documents and workhandbook in a standardized way, formulate standardized lists and knowledge bankof consultation, unify the service standards, and require the counter staff to workaccording to the lists. All the items that have been included in the Review andApproval Management System, the “one system”, shall be possible to be handled online,we will regularly report the statistics by department, and establish the accountabilitymechanism that include internal reporting and open reporting of the “good / bad”evaluation, to improve the quality of government services continuously. 5.    Make efforts to reinforce the interim-and-expot supervision. We will keep updatingour management concepts and adjusting the management methods, have the market entitiesaccountable further, improve the sharing of data information about theintegrity   among the approval departments,and establish the interim-and-ex post supervision system based on the integritysystem which covers all the market players. We will formulate the integrity evaluationmeasures and standards of survey and architecture enterprises, and further optimizethe integrity files of the project owners, survey companies, construction companies,supervision companies, testing companies, etc., and professionals, improve the systemof record, release, evaluation, and application. Organize more public communication activities andtrainings. Moreover, we will establish incentive mechanismto create a good atmosphere and mechanism that encourages all the departments toparticipate and serve, and all the market entities to cooperate and support.
